The Iowa Environmental Protection Commission will discuss rule changes for animal feeding operations and several contracts at its meeting July 20 in Windsor Heights.
Commissioners will be asked to approve updates to rules for animal feeding operations. Approval would finalize stockpiling rule provisions, rules for manure application on frozen and snow‐covered ground, and other statutory requirements.
In response to comments, the DNR has made some revisions to the proposal allowing emergency application for one more winter based on insufficient storage. This will allow confinement producers who need a manure management plan another year to develop winter manure management options.
Small animal feeding operations are allowed to apply manure on frozen and snow-covered ground. All operations are required to manage manure in a way that does not impair water quality, regardless of when manure application occurs.
The meeting will start at 10 a.m. at the Iowa Department of Natural Resources Air Quality building at 7900 Hickman Road in Windsor Heights. Public participation is scheduled for 10:30 a.m.
