By the time
most producers read this article, the harvest in Iowa will be
nearly complete and the majority of manure will already be land-applied
for the 2007 crop season. Just because land application of manure
may be over or drawing to an end in 2006 does not mean it isn't
time to think about your applicator requirements for 2007. The
confinement site manure applicator program is heading into its
ninth year with workshops scheduled in January and February 2007.
Iowa law requires
confinement site manure applicators to attend two hours of continuing
education each year of their three-year certification period
or take and pass the exam once every three years. If applicators
fail to attend the two hours of continuing education each year,
they will be required to pass a written exam to be eligible to
recertify when their license expires.
Confinement site
applicators may choose to meet certification requirements in
one of three ways:
- Attend the two-hour
workshops scheduled annually in January or February;
- watch the two-hour
training video; or
- take and pass
the exam.
Don't
apply your own manure?
If you are a confinement
site operation with more than 500 animal units and you don't
apply your own manure, make sure the commercial applicator you
are hiring is certified to apply manure. A list of commercial

If you choose
not to attend one of the workshops, please plan to schedule time
at your local county extension office to watch the video. Likewise,
you need an appointment at the Iowa Department of Natural Resources
regional field offices to take the exam.
The DNR reports
there are 1,835 confinement site applicators in Iowa. Approximately
388 confinement site applicator licenses will expire Dec. 31,
2006. If you have not attended your two hours of training in
2006, make sure to schedule an appointment at your local county
extension office to watch the two-hour training tape, and if
you have attended training this year, make sure to submit your
paperwork and annual education fee prior to Dec. 31 or your 2006
training will not count. Applicators with licenses expiring Dec.
31, 2006, have until March 1, 2007, to meet requirements for
recertification without having to pay the late fee.
The 2007 certification
fee will remain at $100 for a three-year certificate. In addition,
applicators must pay an annual education fee of $25. All fees
and forms for initial certification, continuing education and
renewal of certificates are submitted to DNR.
